ARKADY SHEVCHENKO, 67, Soviet apparatchik turned spook who boldly defected to the U.S. in 1978, when he was Under Secretary-General of the United Nations, and later told all about the Kremlin in the best-selling memoir Breaking with Moscow; of an apparent heart attack; in Bethesda, Md. One of Shevchenko's CIA debriefers was agent Aldrich Ames, the Soviet mole who later sold secrets to Moscow.
